This is perhaps the most F of FAQs:-)
<xsl:template match="/IPDRDoc">
matches an element called IPDRDoc in the null namespace but you have an
element of that name in a namespace http://www.ipdr.org/namespaces/ipdr
so you need to add
xmlns:x="http://www.ipdr.org/namespaces/ipdr"
to your xsl:stylesheet element then have
<xsl:template match="/x:IPDRDoc">
