This came up last month and several solutions were offered. The one I liked
best was:

<xsl:copy>
<xsl:variable name="excl" select="generate-id(@id)"/>
<xsl:copy-of select="@*[generate-id()!=$excl]"
<xsl:attribute name="id">... new value ...</xsl:attribute>
</xsl:copy>
