Subject: FP taglib is not case sensitive

I have found that the FP TagLib from apache cocoon
project does the following.
It reads (fp:read) this
<SECTION Caption="Declaration"
as this
<SECTION caption="Declaration"
Note the change of case on the c.
anyone any ideas...
