Dylan thanks.  Your code did work.  I had an old version of msxml.

I just upgraded to IE5.5 and assumed it had the latest msxml.  I was
wrong.  Now it's working right.

I didn't realize I could access an elements value like

<xsl:when test="@textValue='Y'">

I thought I have to use the xsl:value-of to get to the value.
