 <xsl:template match="*[not(self::xsp)]">...

 <xsl:template match="xsp">...

which is the answer to your question, but why can't you do



 <xsl:template match="*">...

 <xsl:template match="xsp">...

the xsp template will have higher priority than the * one so
xsp elements will use that.
