Robert,
I tested this, and it turns out you can't do it because of restrictions on
how parameter entities may work in internal DTD subsets.
If you put the DTD fragment into an external subset and invoke it with an
external identifier, Mike's solution works.
On the other hand, depending on the parser your implementation is using,
your mileage may vary....
