I'm trying to underline a word in a paragraph using the text decoration
property.  Is that the correct way to do it, it doesn't appear to be
working.

Here's my example:
<fo:block>
Visit us at <fo:inline-sequence text-decoration
="underline">www.mysite.com</fo:inline-sequence> anytime.
</fo:block>
