Others have suggested using <xsl:attribute>. Another solution is to use
attribute value templates:

<xsl:if test="num_active_tasks>0">
 <a href="show_tasks.jsp?pcode={site_code}&amp;project_number={number}">
    <xsl:value-of select="number" />
 </a>
