Yes, all messages are sent out depending on your timezone.

This is part of a concerted effort by Michael Kay, Jeni Tennison,
David Carlisle and the like to make sure the seat of XSLT power
stays in England, and doesn't drift towards Redmond.

It's a bit of a pain when you spend most of your time in New Zealand.
