XML-L is run by Peter Flynn from University College Cork. See
http://www.oasis-open.org/cover/xml.html#discussionLists for
information on how to subscribe to it and to other XML-related lists.
XML-L is a good place for DTD questions such as yours, whereas the
XSL-List is not. Please don't ask general XML questions on the
XSL-List.
