What 's the appropriate way to get output like this in my html page

<A href="http://www.test.com/index.htm">The index page of a test site</A>

I believe that i should use XLink and after surfing through some
samples I'm here...

  xlink:href="http://www.test.com/index.htm"
  xlink:title="test site">
The index page of a test site
</A>

is this correct?
