Firstly, the curly braces there are a syntax error, any XSLT processor that
accepts this is ... well, not an XSLT processor.

Secondly, all comparison operators on node-sets have an implicit "there
exists". The expression above means: "if there exists an X in /foo/bar and a
Y in /foo/cow such that X!=Y then la la la.

Generally "not(/foo/bar = /foo/cow)" is closer to the intended meaning.
