The syntax of my xsl is

<TD><xsl:value-of select="Name" /></TD>


But if <xsl:value-of select="Name"> is a blank string,
what I get  as a result is just

<TD/>

This result is not supported by Netscape4. How can I change it to return
<TD> </TD>
or
<TD>&nbsp;</TD>
