Assuming there isn't an easier way of solving the real requirement, this
looks like one for saxon:evaluate(): something like

<xsl:param name="path">
	/test/ROWSET/ROW/@<xsl:value-of select="$id"/>
	/<xsl:value-of select="."/>
</xsl:param>

then

<xsl:value-of select="saxon:evaluate(string($path))"/>
