If you mean really including it into the source tree, you can do :
--------------------
<?xml version="1.0" encoding='ISO-8859-1'?>
<!DOCTYPE document [
<!ENTITY my-rss SYSTEM "my-rss.xml">
]>

<my-xml>
	&my-rss;
</my-xml>
--------------------

You can also transform your rss file without including it using the
document() function.
