the idea was there but not the syntax :-)
should be that (untested):
<xsl:template match="test/a[@href]">
<xsl:copy>
<xsl:for-each select="@*">
<xsl:copy/>
</xsl:for-each>
<xsl:apply-templates/>
</xsl:copy>
</xsl:template>
