<xsl:output method="xml" 
	indent="yes" 
	xml-declaration="yes" 
	doctype-system ="http://www.wapforum.org/DTD/wml_1.1.xml" 
	doctype-public="-//WAPFORUM//DTD WML 1.1//EN"/>

... will output the right DOCTYPE. This works with the latest version of
Xt, and
other XSL processors if they implement this part of the spec.
