John--
Since the value of a node is the concatenation of all its text-node
descendants, this will also work if you're not concerned to filter out
other descendants of div3 besides its li descendants.
<xsl:template match="div3[contains(.,'Ile')]">
<xsl:copy-of select="."/>
</xsl:template>
