Subject: entity replacement in xt

The predifined replacement for &amp; is
<!ENTITY amp    "&#38;#38;">
for DTDless XML documents. But if I want something else
<!ENTITY amp    "some other replacement text">
xt still outputs &amp; or & <xsl:output method="text">.
It seems &amp; is hardcoded in xt. Is this correct?
