Actually, its only there for the *XSLT* spec. As I pointed out to Paul (off-list) it *is* there for XSL if you just go to the latest draft and append '.xml' - however, it *isn't* listed.

It's not a FAQ, probably because the link is there loud and clear right at
the start of the spec!
