Not sure what's wrong with your code, but the following works with XT on
my box:
here's my choose.xml:
<?xml version="1.0"?>
<a>
<b name="freddy" insert="yes">
<c/>
</b>
<b name="phineas" insert="no">

</b>
</a>
here is my choose.xsl:
<xsl:stylesheet indent-result="yes" default-space="strip"

<xsl:template match="c">
<xsl:choose>
<xsl:when test="../@insert ='yes' ">

This is my command line and result:
