Do you mean that if you write 

  <?xml version="1.0" encoding="ISO-8859-1"?> 

it works, but if you write

  <?xml version="1.0" encoding="iso-8859-1"?> 

it does not? If so, that's a bug, since the encoding names follows the
IANA character set registry, which does not distinguish between upper
and lower case characters.
