According to http://www.w3.org/TR/PR-xml-stylesheet it is the latter:

   <?xml-stylesheet href="mystyle.css" type="text/css"?>

The use of "xml:" as a namespace is explicitly not appropriate in PITargets
according to http://www.w3.org/TR/REC-xml-names/ where it states in section 6:

   No entity names, PI targets, or notation names contain any colons.
