When you say "why?", do you mean "what rule does it violate?", or do you mean "why did the designers of the spec choose to include that rule?"

And if the latter, do you mean "why might they have thought it was a good idea?", or do you mean "is there any documented evidence of the rationale they applied when making the decision?".
