The specification describes the use of these two characters under the heading "Tags for Empty Elements" here, but they are not given a name:

SGML 1986 used the terminology "tag close" for the ">" sequence (which was configurable). While not precise, perhaps you could use EMPTY_TAG_CLOSE.

I could name it END_OF_EMPTY_ELEMENT but I’d like something more succinct. If there is a short, standard name for "/>" I would certainly use it.
