Well, it's not just VMS files, but owing to IBM mainframe practices, SGML documents themselves are conceptually modelled as (sequences of) "records" delimited by Record Start/End signals (which don't necessarily have to be generated by newline characters, or any other ASCII characters for that matter).

Almost. Like everything else there are exceptions. ithout (a) line termination character(s) which made for “interesting” FTP sessions between Windows, Mac, VMS and CP/CMS.
