XML Schema is a language for describing one data format --> the XML data format.

Do you agree?

An XML Schema validator is a tool (software application) that understands the XML Schema language.

Do you agree?

An XML Schema validator is a tool designed to determine whether or not an XML instance conforms to the description contained within an XML schema.

Do you agree?

An XML schema does not validate anything. An XML schema doesn't do anything. Nor does it enable anything. XML Schema is just a language.

Do you agree?

An XML schema may be used by an XML Schema validator to do validation, but that is not the only use of an XML schema.
