The dash symbol ( - ) indicates no information available. In my example, there is no information available about the Make of the Venture Extended Edition auto. Given that, how would you represent in XML that row of the CSV?

You did not disclose whether you are certain that a dash character represents a null value or has some other meaning.
With the information available, the '-' would be a string value as the <make>-</make>
