Probably won't be (especially if your SGML application has extra
restrictions on its character set) but you can easily take entity file
and make a matching one that defines all the entities to be SDATA so
they are defined essentially just to be a system-specific named
character rather than defining them to be Unicode.

You can probably then switch in the XML/Unicode or SGML/SDATA
flavoured entity file via a catalogue without changing your documents.
