I wrote a tool few years ago for doing Function point estimation, written using XML, XSLT (2.0) and XSD (1.0). It was never available to outside viewers back then. But now, I've published it at, http://gandhimukul.tripod.com/xml/Function_Point_Estimation_Tool.zip. The usage documentation is available in the zip archive.

I hope this would be useful to people doing effort estimation for software projects.
