Hence the question: What is partial about Schematron's ability to
union schematron defined schemas?

That begs the question - what exactly is the union of a
Schematron schema - once we can answer that the pure math
perspective of the definition is satisfied.
The Applied math perspective would be to consider whether
the concept of a union of Schematron schemas is useful one to
deploy.
