However much some of us may feel that the name vs. location is a false
dichotomy, there is a large (or at least active) community of
creaters, managers and users of web-visible identifiers for whom URNs

 a) never died;
 b) are important;
 c) need to have their definition brought up-to-date.

The IETF URNbis working group [1] is very near to issuing a revision
[2] of the old URN RFC [3].  Their mailing list [4] illustrates that
although many of the old difficulties which plagued the earlier URN
standardisation efforst have not gone away, some new
compromises/solutions have in fact emerged.
