I'm with Tommie here - don't encourage people to use a "Best Practice"
formula as an alternative to understanding the needs of their situation.

There may be reasons to leave as much of the document untouched as
possible for as long as possible, for example.

PS: in dealing with data from multiple languages and cultures,
(1) there should be xml:lang attributes to indicate language;
(2) you will generally also be dealing with different conventions for
    numbers - 1,203.45 vs. 1.204,45 or 1 204·45
    which would greatly affect your example.
