That was exactly Michael's point. It isn't really clear (unless you just
know from SGML that that's what happens) that "bypassed" there doesn't
just mean that it is not expanded. The requirement that it be defined is
not phrased in a conditional way so it is hard to argue that this line
over-rides that requirement.
