Can XQueryX represent any arbitrary XPath expression? 

I would like a tool that converts any arbitrary XPath expression and the resulting XML markup isn't necessarily an "XQuery". 

For example, I may extract an XPath expression from the new XML Schema 1.1 assert element, and I would like the tool to generate XML markup which expresses the same semantics.

By "equivalent XML markup" do you mean XQueryX or is there some other 
XML vocabulary you wanted to use for XPath?

A quick search for XQueryX support reveals this question:

... but I don't know anything about that implementation.  The poster 
asks "I'm looking for a way to convert XQuery expressions into 
XQueryX (an XML syntax for XQuery)."
