The fact that there exist standards that IE doesn't follow to the letter 
is hardly news. In this case I think you'll find it's msxml rather than 
IE. For other ones in this area, try declaring any namespace declaration 
attribute in a DTD with a default value (or just try loading the xhtml1 
dtd).
