This seems to me like a better fit for the open graph models of RDF and 
related technologies than for the more constrained trees of XML.

That would support a lot more flexibility in the interactions of rules 
and data and reduce potential duplication of information, not to mention 
allow the use of schema models that are likely better able to represent 
these structures.

It can be done in XML, yes - but I'm not sure that it's the best way.
