Like many omissions in XSD 1.0, this one is tidied up in XSD 1.1: see http://www.w3.org/TR/xmlschema11-1/#src-resolve (clause 4.2.3) You'll see that this clause is missing from XSD 1.0: http://www.w3.org/TR/xmlschema-1/#src-resolve which is a known bug.
