How about some more detail on how you're defining "business rule"?  A  
great deal of effort in database technology has been aimed at more  
closely integrating rules, at least rules like your security  
classification rules, into schemas, rather than trying to separate  
them.  From that point of view, the rules add to the data description,  
and using multiple languages (or multiple locations for various parts  
of the data description) where it isn't necessary just complicates  
things.
