Elliotte,

You're exactly right for the reasons you describe.  Standard XML-C14N 
pulls in all the namespaces declarations. EXC-C14N excludes those that 
don't aren't visibily/obviously used, and that don't appear in the list. 
The use case for EXC-C14N is to take some XML and drop it into some other 
XML (e.g., a payload into a SOAP envelope/body) and have the 
canonicalization stay the same.
