The extar constraint that restricts the use of parameter entities in
internal subsets:

http://www.w3.org/TR/REC-xml/#wfc-PEinInternalSubset

   In the internal DTD subset, #wfc-PEinInternalSubsetparameter-entity
   references MUST NOT occur within markup declarations; they may occur
   where markup declarations can occur. (This does not apply to
   references that occur in external parameter entities or to the
   external subset.)

Can't you just move the  internal subset to an external one and reference
that?
