You have two choices, 

you use the syntax that you want, but don't call the result XML (you
could probaby call it SGML, given a suitable SGML declaration).

Or if you want to use XML tools, you need to use a different element
name, such as


<U-1-1>sdgdfgdfg</U-1-1>

It's hard to imagine any processing that you wish to do on <1-1> that
you could not as eaily do on <U-1-1> (or <element name="1-1">)
