That's an XPath, not an XPointer.

Try 

 xpointer="xpointer(/VULNERABILITIES/VULNERABILITY[ID_NUMBER=1070]/DESC)"/>

but there's no guarantee that your XInclude implementation supports
the "XPointer xpointer()" scheme.
