I think it means "doesn't recognize the concept of a reference implementation": i.e. the standard doesn't endorse any one implementation. In that respect it's the same as the W3C process. I think it's probably a good thing as well. The experience with JAXP over the years has been that features of the Apache implementation have come to be regarded as de facto provisions of the specification; that's not a good way to encourage interoperable implementations.
