My perception is that we had 1100 comments on the "first last call" for XQuery/XPath/XSLT; and we worked bloody hard for over a year to deal with them all; and that the resulting improvement to the quality of the specs was tangible, but not worth the year's delay. I dare say that to people who raised a comment and only got an answer four months later, it felt like we were sitting on our backsides doing nothing, especially if the final answer was "no"; but I can assure you that wasn't the case. I think W3C is actually suffering from involving too many people in the process rather than too few. It's diminishing returns: double the effort for a 5% improvement in quality.
