Hello Tim,

ACORD (www.acord.org), the insurance industry's leading standardization 
organization, has developed a Web service -based Message-Oriented 
Middleware specification called ACORD SOAP, based on SOAP w/ 
Attachments, which includes support for XML Signatures and XML encryption.

There are a number of companies (vendors - including us - and users) who 
have implemented it and using it in pilot and production projects to 
securely exchange internally and externally business documents together 
with unstructured attachments.
