The hardware is capable of 32677 independent measurement channels, but not
all channels are populated for every mission.  Let's say 1000 sensors on the
aircraft might be wired to the encoder box, but for an attitude test only a
100 sensors will be configured.  The task of XSD was to make sure a valid
XML encoder configuration file is created by the user (which will be created
by the customer's main frame computer).
