RFC3986 says:

path          = path-abempty  (etc)
path-abempty  = *( "/" segment )
segment       = *pchar
pchar         = unreserved / pct-encoded / sub-delims / ":" / "@"

So ":" is explicitly allowed inside a segment of the hierarchical path.
