The Internet is great but very often people filter 
out smart people.  That kind of behavior is easily 
observed and quite common.  I know a fellow who 
once told me "nature conspires against intelligence" 
because it disrupts the status quo.  There are whole 
countries that attempt to filter the Internet today, 
so none of this is theoretical and there is quite a 
bit of money to be made to enable systems to keep 
people isolated in smarter ways.

I didn't say I like that; just observing the behaviors 
and noting that as the predation becomes smarter, it 
may be very useful to do that.   Many people already 
have 'twit lists' and many smart people already miss 
'important information' because of the filters.  Many 
smart sources of information can't be accessed because 
the filters are rather dumb.  Given those kinds of 
ecological pressures, one would expect to see rapid 
adaptation.

    If you limit the communication is any way inevitably some smart 
people will remain outside your world. Not to mention the disaster that 
will struck your world when the selection criteria goes out of hand. 
This is why I say that Internet is great.
