The schema you provided is invalid. You have two elements with the same
name (Properties) and of different types within the same scope. This is
illegal:
"When two or more particles contained directly or indirectly in the
{particles} of a model group have identically named element declarations
as their {term}, the type definitions of those declarations must be the
same."

Most of my programs show an error like "Duplicate element decl in the
same
scope: Properties", but I can't find such a restriction in the spec.
